Location of Foster Homes: Individual foster homes are located within a 60-mile radius of program office.
Participants are: Children, birth to 18 years of age, who have emotional and/or behavioral disturbances and cannot live with their birth parents.
Fees: Cost of program participation varies depending of level of care needed by each child. Payments to foster parents vary depending on the number of children in their care and the level of care required.

Description
The Volunteers of America Family Treatment Foster Care (FTFC) program provides residential care to emotionally and/or behaviorally disturbed children who cannot live with their birth parents. FTFC also develops, implements and monitors individualized care plans to meet the unique needs of these children. Additionally, we license, train, monitor and support participating foster home families who provide care to foster children. Our foster homes are located throughout the Minneapolis-St. Paul metropolitan area within a 60-mile radius of our program office.
Family Treatment Foster Care offers two levels of foster care as follows:
- Specialized Foster Home Service
- Therapeutic Foster Home Service
Specialized Foster Home Services
Serves children who need a home other than that of their birth parents, but do not have behavioral or emotional issues requiring therapeutic foster care. The children placed in these foster homes are generally young and are often part of a sibling group. Extensive support services are provided to assist these children in being successful at home, school and in the community. A plan is developed for each foster child with goals in the areas of independent living skills, mental and physical health service, education, crisis support, and spiritual and cultural needs. Specialized foster care families are supported by a social worker that assists them in developing goals and implementing a plan for each foster child in their care. This social worker visits the foster home twice a month (minimum) and conducts a review of the goals every three months.
Therapeutic Foster Home Services
Serves severely emotionally and/or behaviorally disturbed children who need a home other than that of their birth parents. Prospective foster parents who offer care to these children receive 25-hours of specialized training per year. Extensive support services are provided to assist these children in being successful at home, school and in the community. A plan is developed for each foster child with goals in the areas of independent living skills, mental and physical health service, education, behavior, crisis support, and spiritual and cultural needs. A social worker conducts regular visits, and provides intensive support and consultation during the duration of the child’s placement. The social worker also assists the foster care family in developing and implementing a plan to address the needs and behaviors of each foster child in their care.
